Yes, Michigan
This is the sort of person who Mike Cox has working for him now. Want him in the governor's office, Michigan? Shirvell was Cox's CAMPAIGN MANAGER in 2006. This isn't some outsider whom Cox tolerates; this is an insider who Cox is protecting.
